Երիտպարկովշիկների կոնսոլիդացիան ընդդեմ Էմոների

ԵՐԵՎԱՆ - Երեքշաբթի առավորտյան հակահայեցի “Էմո” մշակույթի դեմ մոբիլիզացավ Երևանի պարկովշիկների միության երիտթևը, որը երթ անցկացրեց Նալբանդյան փողոցի վրա` կոչ անելով անցորդներին միանալ իրենց պայքարին: Երիտ-պարկովշիկները պահանջում էին հասարակության և իշխանության ներկայացուցիչներից ավելի անհանդուրժող լինել Էմոների նկատմամբ:

Երիտթևի Արաբկիրի ճյուղի ներկայացուցիչ Միսակ Վարդապետյանը վստահ է, որ Հայաստանի զարգացումը հիմնականում խաթարվում է նրանց պատճառով: “Իմ ծնողները դրա համար չեն ամբողջ կյանքը նվիրել մեքենաները գեղեցիկ կայանելուն, որպեսզի ինչ-որ մանուշակագույն մշակույթ փորձի աղավաղել քաղաքի դեմքը: Կարծում եմ դրանք ակնհայտ հակաազգային տարրեր են և հասունացել է ժամանակը, որ Էմոները ճանաչվեն ընդդիմադիր և ենթարկվեն այդ հոդվածով սահմանված բռնությունների”, ներկայացրեց Վարդապետյանը լրագրողներին:

Մոտ 70-հոգանոց երիտթևի միության երթին միացավ նաև Երևանի մարշրուտկաների վարորդների երիտթևը: Մոտ 80-հոգանոց մարշրուտավարների  երիտթևը բարձրախոսներով և բութ գործիքներով դատապարտում էր երկու դեռահաս Էմոների խաչմերուկի մոտ, երբ նրանց օգնության հասավ երիտպարկովշիկների գունդը:

Ակցիան հասավ իր գագաթնակետին, երբ նախագահական նստավայրի մոտ այս երկու խմբերին միացավ նաև Հայաստանի թոշակառուների երիտթևը` 43-ամյա ՍոցԱպ-ի կրտսեր անդամ Սմբատ Սաիյանի գլխավորությամբ: Նա նշեց` “Մենք այստեղ ենք, որովհետև անտարբեր չենք մեր ազգի նկատմամբ, որովհետև էմոցիոնալ հայը դա թուրք է, որովհետև մանուշակագույն Էմոները աղավաղում են Երևանի թամանյանական վարդագույն տեսքը և ի վերջո ինչու ինչ-որ մեկը պետք է փորձի մյուսներից տարբերվել` դա սատանիզմ է”:

"Էմոները սատանայի պատվիրակներն են" փորձագետ

Հոգեբան և այս հարցերում հարմար խոսնակ Կարինե Նալչաջյանը բացատրում է այս տրամադրությունները սովորական հայրենասիրությամբ: “Որպես հոգեբան ինձ համար ակնհայտ է, որ նրանք /Էմոները – հեղ./ սատանայի պատվիրակներն են, որոնք փորձում են սերմանել չարիք և ընդդիմադիր տրամադրություններ` հուդամասոնների տրամադրած գումարների հաշվին,” նշեց փորձագետը:

Արթուր Մամյանը` 15 տարեկան Էմո, կիսվում է իր տպավորություններով կապված երիտթևերի դատապարտման հետ` “Անկեղծ ասաց, ես երբեք չէի լսել Էմոների մասին մինչև ոստիկանությունը և ամեն ինչի երիտթևերը չսկսեցին դատապարտել նրանց: Ես պարզապես շատ ազատ ժամանակ ունեմ, քանի որ դեռ չեմ աշխատում և ուզում էի մի հոբի գտնել: Իսկ եթե կա մի բան որին այդքան դեմ է պարկովշիկների երիտթևը, դա միանշանակ հետաքրքիր է և այդ պատճառով միացա Էմոներին”:

Փորձագետ Ռիչարդ Գիրագոսյանը հրաժարվեց մեկնաբանել` ” Ես ավելի շատ քաղաքական գործընթացների փորձագետ եմ, քան նման հարցերի: Ամեն դեպքում չեմ գարծում, որ Էմոները որևէ ազդեցություն կարող են ունենալ Ղարաբաղյան կամ հայ-թուրքական գործընթացների վրա:”

Օրվա ակցիան ավարտվեց ուշ երեկոյան Ջազվեյում: Պարկովշիկների երիտթևը ընդունեց հռչակագիր, որով կրկնապատկվում է մեքենաների կայանման վարձը բոլոր Էմոների, վամպիրների, գոթերի կամ պահի տակ էմոյի տպավորություն թողնող տխուր մարդկանց  նկատմամբ: Մյուս երիտթևականները ևս համաձայնվեցին շարունակել մանր խուլիգանությունները սև գույնից տարբերվող շորեր հագնողների նկատմամբ:

Որոշ աղբյուրների համաձայն պարկովշիկների կոալիցիային արդեն մոտակա ժամանակներում կարող են միանալ Երևանի վերնիսաժի վետերանների երիտթևը, Շաուրմայանոցների երիտասարդական միությունը և Երևանի պետական Ճարտարագիտական համալսարանի պահակի երիտթևը:

Police desparately looks for good cops

International organizations and foreign missions were trying to push Good Cop, Bad Cop reform into Armenian law enforcement for a very long time. Prime Minister Tigran Sargsyan had a new urge for unnecessary, but progressive reforms and early this morning he approved piloting Good Cop, Bad Cop in one Shengavit police station. Police force currently looks for at least six good policemen for the pilot. “I really don’t know how we are going to come up with at list six good policemen” – complains Shavarsh Lomikyan, head of Shengavit police station Human resource department – “these people are trained to be a bad cop, to fight crime with ferocity, so finding a good cop in Armenia is difficult, essentially we need someone incompetent,  who failed to be a bad cop.”

Essentially Good Cop, Bad Cop technique means that before beating the shit out of a suspect, one of the policemen will try to be nice to him, offer coffee, a phone call and an occasional hug. US Embassy adviser on police and trafficking, Stephen Malone  told ArmComedy “Good Cop, Bad Cop was not invented by American police, but rather by few Hollywood writers. American police loved the effectiveness of that movie technique so much, they started using it in early 80s. I think a criminal needs a good cop, someone with big loving eyes, someone who would feel sympathy, someone you can confess to. ”

Erik Jorgensen of the Netherlands Embassy is glad Armenians are making another step towards democracy: “Good Cop, Bad Cop was amazingly effective in Amsterdam. We had cases when the Good Cop married the criminal to get the confession. So in the Netherlands we really needed to introduce more Bad Cops, cos really everyone was to nice to cute criminals.”

Galust Sahakyan of the Republican party shared his concerns: “Armenia is always ready to make new democratic reforms. That raises our prestige among Europeans, American and even ourselves. But I don’t think the average Armenian citizen is ready to accept a Good policemen. They are more used to the old image.”

There is a great deal of discontent among Armenian police officers too: “I really don’t know how to work with such partner. I don’t see what good a cop who can’t punch the guilty suspect’s kidneys is gonna be. I’m thinking about retiring…I’ll probably bring 5-6 Ukrainian girls, start my own small family business… ” says a 46 year old sergeant.

Ready or not, the new generation of good policemen is coming. If the authorities fail to recruit enough good officers they are likely to force people of other professions join law enforcement. Brutality-friendly areas to be significantly reduced

  YEREVAN – Driven by the increasing displeasure of violence taking place in public areas, on Monday, the Government ruled to ban traditional violence in the cultural areas of downtown Yerevan. Opera square, Republic Square and Aram Khachaturyan museum among other areas will be targeted as violence free zones by the police and other law enforcers. Police officials are reluctant to embrace the new restriction but vow to follow the reform sharply.  

International organizations saluted the law as a “step in the right direction”. In Yerevan,  European Council representative Zelina  Clifshots stressed the need to further entrench democratic reforms: “Armenia is moving in the right direction. The European Council definitely frowns upon violence in public places. We hope that this new reform will succeed in keeping Yerevan’s public parks and recreational areas free of violence. We also commend the positive attitude of police officers who have committed to reducing the geographic scope of violence and are further taking all atrocities to specialized indoor facilities. “  

Ecology activists also stepped in to support the inclusion of public parks on the Government prepared “violence-free list”. President of “Armenian Forests” NGO Jeffrey Tufenkian argues: “There have been too many incidents where the use of force against citizens resulted in 80-90kg pensioners and other lighter citizen items falling on young trees and bushes. This kind of open-air violence is a real threat to the fragile ecology of Yerevan. The law should definitely be amended to include the public parks of Yerevan, which although are not many, should remain violence-free zones.”  

The new violence restrictions force officers to resort to employment as private body-guards to the oligarchs

Police are having difficulty recovering from the hard blow that the new reform has placed on professional pride and general police spirit, and it has been reported that many officers are now quitting their jobs. Officials refuse to comment on this, but sources have shared the widespread disappointment among law enforcers. An undisclosed police official was approached by our reporter and stated, “It’s not going to be the same. Of course we can still do as we like with people at police stations or in the suburbs, but it can hardly compare to the thrill of beating up young opposition activists near Saryan monument or Opera House on Friday night. Our job loses spontaneity and all the excitement.”  

With a heavy sigh, the insider also described the massive exodus of officers from the service. “People used to join the police for the privilege of physically harming civilians and this new reform has made their life-time dedication…simply pointless. It’s really not fair,” stated the source.  

He continued,  “I know this may sound sentimental, but there’s a special kind of magic in clubbing teenagers near the Khachaturian monument just before sunset.. It just feels so right.. Now as we take all the bullying indoors, it will never feel the same again.. never..”  

Resisting a nostalgic tear, the officer continued to expand on experiences: “I’ll never forget the first time I beat up a female reporter covering a protest near Parliament house.. Maybe it’s not too professional, but I could feel that special connection with the victim, as she looked into my eyes.  I still keep a few of her teeth at home, which is perhaps kinda childish.. i know.. But these little cute things make it all worth it.”  

"Police service lost its zing.. the reform is too insensitive," argue police.

Our source, lighting a cigarette and mildly smiling, plunged into further nostalgia revealing, “Then there’s all the fuss when the ambulance comes to pick up our victims.. That amazing blaring of the siren… Again, perhaps, this is silly or sentimental, but I usually like to follow up to get a diagnosis from the hospital.. It just makes it so rewarding to discover that your work can leave long-term consequences”.  

The source remained very skeptical about the possible outcomes of the reform: “Yerevan is not going to be the same without open-air violence. It’s not right to disregard long-standing traditions just to suck up to Europe.. I mean, what’s next – banning homophobia?  What’s this country turning into? I don’t want my kids to live in this new kind of Armenia.. If these restrictions and reforms continue, it will be better for many of us to just move to Russia.”

Նոր երևանաբնակ ընտանիքը ճիշտ է անցնում փողոցը

Խախտում արած և փախուստի դիմած քաղաքացիներին հայտնաբերելու նպատակով, կառավարությունը նախատեսում է մտցնել հատուկ պետհամարանիշեր յուրաքանչյուր փողոփց անցնելու պահանջ ունեցող քաղաքցու համար: Պետհամարանիշները, որոնց քաշը չի գերազանցի քաղաքացու իրական քաշի 10 տոկոսը, է պետք փակցվեն քաղաքացու շորերին, իսկ ամառային ամիսներին դաջվեն մարմնին: “Տեսական Երկիր” կուսակցությունը առաջարկում է անվճարունակ խախտողների նկատմամբ նաև կիրռել “հանրային աշխատանքների” մեխանիզմը, որի արդյունքում խախտող լեզվաբանը կարող է հատուցել պետությանը պարապելով ոստիկանի երեխաների հետ անգլերեն, տնտեսագետը` մաթեմատիկա, իսկ թերուս և մտավոր խնդիրներով օրինախախտները կներգրավվեն Ոստիկանության հաստիքային աշխատանքներում:

Փորձագետ Աղասի Ենոքյանը մեկնաբանում է նոր օրենքը տնտեսական նկատառումներով. “Կարծում եմ, սա ոստիկանության  բյուջեն լրացնելու ակնհայտ փորձ է: Իմ տեղեկություններով Ճանապարհային ոստիկանության պետ Սահակ Լուսաֆորյանը արդեն ապառիկ կարգով գնել է նոր առանձնատուն Իսպանիայում, Ռուսաստանից 5 մլն դոլարի արժողությամբ շոգենավ և Գեղարքունիքի մարզը:”

Քաղաքացիական հասարակությունը չի հանդուրժի կրծքերի ոտնահարում

Հանրային քննարկումերը բուռն արձագանք գտան քաղաքացիական հասարակության շրջանակում: «Հայասատանի Մեծ Կրծքերով Կանանց Ասոցիացիա» ՀԿ-ն նախագահ Ջեմմա Պամելյանը նշել է, որ պետհամարանիշը ոտնահարելու է նրանց բարետեսության 50-ից 75 տոկոսը, ինչը հանդիսանում է Հայաստանի կողմից ստորագրված Կրծքերի Ազատ Արտահայտման և Կաթնային Պաշարների մասին միջազգայյին պայմանագրի կոպիտ խախտում: Իսկ «Գոլդ համարը քոնն է» ՀԿ-ն նախագահ Հարություն Մեկմեկմեկյանը ողջունեց նախաձեռնությունը և առաջարկեց այս անգամ թույլ տալ պետհամարանիշում օգտագործել ողջ այբուբենը: «Համ մարդիկ ուրախ կլինեն կրել իրենց անունով պետհամարանիշ ՝ օրինակ ԳԱԳՈՒԼ 91, համ ոստիկանի աշխատանքը կհեշտանա` միանգամից կիմանա խախտողի անունը, ծննդյան տարեթիվը կամ սիրված երգչի անունը» – նշեց քաղաքացիական ակտիվիստը:

Հետագայում նախատեսվում է բարեփոխումների տրամաբանական զարգացում. քաղաքացիների կարգապահությունը ղեկին և փողոցում հաստատելուց հետո իշխանությունները քննարկում են ննջասենյակին անդրադառնալու ծրագրերը: Նախատեսվում է սահմանել սեքսի արագության չափորոշիչներ, ինչպես նաև հստակ կսահմանվեն այն օրգանները, որոնք թույլատրելի է սեքսի մեջ օգտագործել և կրքածին բացականչությունների արտոնված ցուցակը: Չարտոնված օրագններ կամ երրորդ կողմի օրգաններ օգրագործեղների համար մշակվում է պատիժների համալիր փաթեթ:

Լեզվի տեսչությունը իր հերթին ահազանգում է, որ հայ զույգերի զգալի զանգված կիրառում է օտարածին արտահայտություններ թեժ սիրախաղային իրավիճակներում, ինչպիսիք են “Да, да, зайка”-ն, “быстрее, детка”-ն, իսկ ոմանք նույնիսկ դիմում են “yeah, baby”-ին: Տեսչությունը նախատեսում է դպրոցներում ավելացնել կրթական ծրագիր` “Վերարտադրողական առողջությամբ զբաղվելու բառապաշարային հիմունքները”: Նոր ծրագիրը նախատեում է արմատախիլ անել օտար լեզուների ազդեցությունը և ներարկել հայեցի հաճույքաբանական խոքը` “այո, նապաստակս,” “առավել սրընթաց, փոքրիկս” կամ “այո, գրողը տանի”:

'We are police and proud of it!'

Mashtots avenue in downtown Yerevan was covered with marching traffic police officers late Friday celebrating their liberties and chanting slogans “give police a chance,” “pull over, now” among others.

Armenian police have been under severe social denial for the past few decades, but as more liberal moods begin to awake in newly independent Armenia, more police officers disband the veil of shyness and publicly exhibit their identity to the nation.

“I’m proud to be who I am and I don’t care what people think. Public opinion does not decide my personal choices,” says one of the marchers, captain Abgar Popikyan walking in vanguard of the parade. “At first I was humbled to reveal my identity to family and friends, but it’s just not right to deny it. Yes, world, I’m a policeman and you have to accept me the way I am!,” claims Popikyan.

Hundreds of traffic and patrol officers wearing shiny police uniform were approaching puzzled drivers and giving out roses and candies. Traffic was paralyzed on Mashtots and Tumanyan intersection for a few hours as officers, singing “We shall overcome” approached their ultimate destination near Northern Avenue where they united around a podium to declare police emancipation.

Chief of Traffic Police Pipinyan made the long-expected announcement at the culmination of the event: “My dear colleagues, my heart shivers as I see you gathered here… several generations of our officers have cherished the dream of this day, when we can proudly raise our head in Yerevan and say I am an Armenian traffic police officer and I am proud of what I am!” Pipinyan remained unashamed of dripping tears and continued: “I believe our kind has suffered the most from unhealthy criticism of cruel society.. I mean.. This is a day of big joy when we can say.. we are free! Fee at last.. free at last.”

Conservatives denounce police pride parade as non-Armenian

The parade was gloomed the next day as some conservative forces stepped in to denounce the emotional movement. One of chief Dashnaks Giro Manoyan slammed the parade in a press conference: “It is not natural for a man to be a police officer. Especially for Armenian men. I am surprised that the mayor’s office sanctioned the march.”

It later was clarified by the mayor that police actually are entitled to freedom of expression under current legislation. Mayor Sevoyan told our reporter Sergey Sargsyan in a private interview: “It’s not my decision and the resentful conservatives should not blame me. We are now a part of the European council and the Europeans insist that we should allow for police officers to express their identity among others.”

Incidentally, head of the Gay and Lesbian Association of Armenia (GLAA) Ashot Pavlikyan called the parade “disgusting” and “shameful” for a country like Armenia. “We are a proud nation and as much as we like European values, we should not go beyond limits… I mean, Police Pride Parade.. this is just disgraceful and unnatural. Why don’t they just indulge in being police at home away from innocent eyes. There are kids watching them in the streets, for Chrissake…” said indignant activist.

"Seat belts are for losers' claim local drivers

“This makes no sense,” freaks our taxi driver Artem, 34. “I have never been in a car accident and I still have to wear the seatbelt? What if I never have an accident till the end of my life? Does the government realize how ridiculous this will make me look?”

Fair disappointment of drivers formed into a rally in front of the Parliament on Barghramyan street. Mad crowd was burning seat belt in the street and singing patriotic songs, while the activists were bringing in tents and snickers bars.

“We will not move from here, until the Parliament takes a new decision allowing to ignore seat belts and bans women drivers, too, while we are about it,” says, Miasnik Karagyozyan, representative of the mad crowd. “Also we want some kind of on-site entertainment and booze, as this rally might take a while”

On the side of the Parliament there has been little activity recorded. Twice people wearing shorts and sunglasses approached from behind the fence to flip a finger on the mad crowd and quickly disappeared.

The police had been fining unbuckled drivers for two days on, before the popular disappointment was shaped into practical patterns of anger. The culmination was recorded when police burnt alive two drivers of ambulance who were not buckled. According to police media department this was done “to show that this is no joke and the police means business.”

Arnold Mnatsakanyan, Chief of Traffic Police said: “I understand the criticism. Indeed it was a tough decision, but without burning those three ambulance drivers, it would be less convincing and impressive.. Just think of how many people could be saved if seat belts were used and then compare to some three ambulance driver lost. We can hire four drivers in their spot, if you like.”

Speaker for Republican Party noted that “police did what they had to under the circumstances. “The drivers were not buckled up, so, obviously, the police had no choice.”

The protest is still in process and is expected to continue till late Friday.
